Cool concept, but I don’t want to have to bend over or kneel down to get to my most-commonly-used tools. Nothing wrong with losing the casters and mounting the drum higher, though...
Actually, now that I think about it, this is obviously made to be rolled right next to wherever you’re working, so the idea is that you’re probably already sitting on a little stool anyway. Therefore, you’re avoiding having to get up all the time to fetch a different socket.

One of the other comments pointed out that it’s probably meant to hold your most common tools so you cab just roll this right next to where your working
